v) G2C services
Numerous e-government initiatives for the development and implementation of vital applications necessary for the Government to Citizens (G2C) services as indicated above are in progress. 45 such services have been outsourced for development and scheduled for completion by September 2011. MoIC through the DITT is involved mainly on providing technical support with the actual project managed by the G2C Project team.
Internet connectivity for Higher Secondary Schools
In its continuous effort to promote computer literacy and Internet access, MoIC has issued policy directives to BICMA to provide internet connectivity using the Universal Service Obligation (USO) Fund, to the remaining 3 Government Higher Secondary Schools and 3 Private Higher Secondary Schools. Upon implementation of this policy directive within 2011, all higher secondary schools in the country will have some form of internet connectivity.
Community Centers (CCs)
Works on the establishment of Community Centers (CCs) which will provide all government services as a one-stop shop and other services, is making good progress after an initial delay caused by funding difficulties. These are proposed to be run on public-private partnership model and 100 such CCs will be completed this year under phase I of the project. The remaining CCs will be completed by December 2012 in line with the fiber network project and availability of fund.
The CCs will integrate all services under one building or in close proximity so that the services are optimized and communities are brought together. 75 new CCs are under construction with another 25 to be co-located with the existing infrastructure. Basic equipment such as computers, printer, scanner, photocopier machine, facsimile services are proposed in each center. In addition, 131 Learning Stations are proposed to be established near the CCs for children in remote areas to access computer and internet.
PRESERVATION AND PROMOTION OF CULTURE
Promotion of the national language
i) Training on Dzongkha Linux: About 35 employees of MoIC were trained in operating Dzongkha Linux.
ii) Dzongkha Academic Workshop: Three day Dzongkha Academic Workshop was conducted on the theme “Promoting National Language through written communications”. MoIC adopted 23 recommendations to be implemented for the promotion of Dzongkha. One recommendation was to adopt all the “forms” including “agreements” in two languages (English and Dzongkha). The Ministry also translated all the forms in Dzongkha and distributed to different offices under MoIC for implementation. Similarly, all office orders, annual increment orders, medical leave sanction, LTC, leave encashment orders are officially done in Dzongkha.
iii) Content management of Dzongkha Media (Print/Radio /Audiovisual): In close collaboration with Dzongkha Development Commission, MoIC identified and formed Dzongkha Media Development Sub-committee comprising members from 16 media houses, DDC and MoIC. The Sub-committee is entrusted to look after the content and guide the media houses in informing pubic with proper spelling, grammar and pronunciation.
iv) Lesson in basic Dzhungkha: The Ministry published and distributed basic Dzongkha usage for the benefit of interested Dzongkha learners in the Ministry. In addition, MoIC has also initiated Dzongkha classes during weekend. Around 30 employees of MoIC have attended Dzongkha classes on spelling, basic grammar and Buddhist philosophy.
v) Virtual Bhutan: MOIC has initiated the virtual Bhutan project, to be created and managed by DITT and DOIM. After an initial phase, the project is awaiting new funds to pool Bhutanese content into the interactive site, thereby documenting and enabling Bhutanese culture to evolve.
