DEVELOPMENT OF CHINA'S INDUSTRY
In 2008, Chinese papermaking industry totally produced machine-made paper and cardboard of 83.91 million tons, up by 8.75% year-on-year, with the growth declining by nearly 10% compared with 2007 and the growth of output declining rapidly; the output of newsprint paper of papermaking enterprises above designated size accumulatively totaled 4.60 million tons, up by 9.54% year-on-year, with the growth declining by 9% compared with 2007; the accumulatively produced boxboard amounted to 12.02 million tons, up by 18% year-on-year, the growth basically equivalent to the level from the same period of 2007.
In 2008, the papermaking industry accumulatively realized the total industrial production value of RMB456.6b, up by 21% year-on-year, with the growth falling by 6% compared with the first three quarters, and falling by nearly 10% compared with the first quarter; the sales value of the papermaking enterprises above designated size accumulatively completed RMB443.3b, up by 20% year-on-year, with the growth falling by nearly 3% from the same period of 2007, featured with a distinctive trend decline from the peak.
With respect to production and marketing value market indicator, in 2008 the growth of the total industrial production value of large and small-sized enterprises in the papermaking industry were both slower than that from the same period of 2007, among which that of medium-sized enterprises fell by 5.08%, with the decline degree relatively smaller among all the enterprises above designated size. In terms of sales value, the growth of production and marketing value of large, medium and small enterprises above designated size all slightly dropped compared with 2007, and comparatively speaking, the decline degree of the small-sized enterprise growth was smaller.
During January-November of 2008, the benefit growth of large, medium and small-sized enterprises above designated size declined to different degrees compared with the first half of this year, and compared with the same period of 2007, the growth also slightly fell. Comparatively speaking, the decline degree of the profit growth of medium and small-sized enterprises was smaller than that of large-sized enterprises. From the reasons for them, medium and small-sized enterprises counted on maneuverable purchasing strategy, utilized the environment where paper market demands the overall fast expansion, dodge trade and circulation costs and fast and flexibly fill in the gap of inferior paper variety left by the product structure upgrading of large-sized enterprises, thus acquiring a certain space of development.
With respect to profits, during January-November of 2008, the profits growth of all ownership types of enterprises in the papermaking industry distinctively declined compared with the first half of the year. Though the absolute growth of profits of part of ownership types of enterprises remained fast, the profits growth of other ownership types of enterprises, except joint-equity cooperative enterprises and share-issuing enterprises, significantly declined compared with the same period of 2007. Among them, the profits growth of state-owned enterprises declined as high as 105.93% year-on-year while the collective enterprises and foreign-funded enterprises more than 40% and 30% respectively. Though the growth of private and other enterprises declined relatively slightly, it also surpassed 10%.
In the first half of 2008, domestic papermaking companies successively raised prices but in the second half of the year, affected by such factors as the change of supply-demand relation and the newly increased production capacity, the prices of main products presented the downward tendency of quantity and price. The booming degree of the whole papermaking industry reached the peak in the first half of 2008, with the prices of main products also reaching the top while in the fourth quarter, the industry boom entered into the downward stage.
1 The paper prices presented an obvious tendency of drop
In the first half of 2007, prices of domestic main paper varieties significantly rose, but in the third quarter, with the contrast situation of supply and demand changing, the motion of paper price rising obviously weakened, with the prices of wrapping paper and halftone paper with a large proportion in the industry all dropping to different degrees.
The wrapping paper (white cardboard, white board, boxboard and corrugated paper) accounted for about 60% of the total Chinese papermaking output, and the halftone paper about 6%. Affected by the demand decline of international sluggish economy and concentrated release of production capacity, the prices of wrapping paper and halftone paper had obviously declined in the third quarter compared with the second quarter.
2 The growth of sales revenue declined, with the drop of the profits growth obviously speeding up
Facing double attacks of the rapid decline of the production and marketing growth and fall of product prices, the papermaking industry met more difficulties in the second half of the year, with the profits growth significantly slowing down, and especially in the fourth quarter, impacted by the worsening international and domestic economic situation, the decline of the industrial profits growth obviously sped up. From January to November of 2008, the production and marketing rate of the papermaking industry fell to 97% from 98.32% in May; the accumulatively realized sales revenues increased by 19.98% year-on-year, with the growth falling by nearly 6% compared with the first eight months, and the realized profits increasing by 16.81% year-on-year. And the growth dropped by 50% and 30% respectively compared with the first five months and the first eight months, thus the decline was distinctive.
STATUS OF FOREIGN INVESTMENT
According to the statistics of MOFCOM, 121 foreign investment projects in Papermaking industry(Papermaking Industry (Code C22) hereinafter is in accordance with the National Economic Industrial Classification (GB/T4754-2202).) were newly set up in 2009, 7 more than that of the same period in the last year, and the amount of the actual utilized foreign capital reached USD 1,849,400,000, up by 17.47%
year-on-year. The number of newly established foreign invested enterprises and the amount of the actual utilized foreign capital accounted for 0.52%and 2.05%
of the national total number or amount of foreign capital absorption in the Papermaking industry during the same period.
According to the source of foreign capital, calculated by the amount of the actual utilized foreign capital, in 2009, countries or regions: Hong Kong, Japan, Singapore, Br. Virgin Is ranked No.1 to No. 4 in the Papermaking industry regarding the amount of FDI, accounting for 35.83%, 17.25%, 9.86%, 8.26% of the total amount of the actual utilized foreign capital of the industry separately.
In Papermaking Industry in 2009, ten Asian countries/regions (Hong Kong, Macau, Taiwan, Japan, Philippines, Thailand, Malaysia, Singapore, Indonesia and Korea) newly set up 109 enterprises in China, with the actual utilized foreign capital of USD 1,223,060,000, up by 22.47%
and up by 35.87%
separately year-on-year. The number of the newly established enterprises and the actual utilized foreign capital accounted for 90.08%
and 66.13%
of the national total number or amount of foreign capital absorption in the same period.
The EU newly set up 1 enterprise in China, 75 less than that of the same period last year; the actual utilized foreign capital reached USD 20,750,000, down by 3.76%
year-on-year. The number of the newly established enterprises and the amount of the actual utilized capital accounted for 0.83%
and 1.12%
of the national total number or amount of foreign capital absorption in the same period.
The US newly set up 4 enterprises in China, down by 42.86%
year-on-year; the actual utilized foreign capital reached USD 14,750,000, up by 166.25%
year-on-year. The number of the newly established enterprises and the amount of the actual utilized capital accounted for 3.31%
and 0.8%
of the national total number or amount of foreign capital absorption in the same period.
According to regional foreign capital absorption, 95 foreign-invested Papermaking enterprises were newly set up in the Eastern area, with actual utilized foreign capital of USD 1,637,890,000, accounting for 78.51% and 88.56% of the national total number or amount of foreign capital absorption in the same period. In the Eastern area, Jiangsu, Guangdong Province and Tianjin ranked among the tops with respect to actual utilized foreign capital, had 16, 36 and 2 newly established foreign-invested enterprises separately, with the actual utilized foreign capital of USD 853,160,000, USD 438,960,000 and USD 97,920,000, accounting for 46.13%, 23.74% and 5.29% of the total amount of the actual utilized capital of the industry in the Eastern area separately.
19 foreign-invested Papermaking enterprises were newly set up in the Central region, with actual utilized foreign capital of USD 53,390,000, accounting for 15.7% and 2.89% of the national total number or amount of foreign capital absorption in the same period. In the Central region, Hubei, Heilongjiang Province and Jiangxi Province ranked among the tops with respect to actual utilized foreign capital, had 4, 1 and 2 newly established foreign-invested enterprises separately, with the actual utilized foreign capital of USD 30,040,000, USD 19,030,000 and USD 3,930,000, accounting for 1.62%, 1.03% and 0.21% of the total amount of the actual utilized capital of the industry in the Central region separately.
7 foreign-invested Papermaking enterprises were newly set up in the Western area, with actual utilized foreign capital of USD 158,120,000, accounting for 5.79% and 8.55% of the national total number or amount of foreign capital absorption in the same period. Chongqing, Guangxi Zhuang Autonomous Region and Inner Mongolia Autonomous Region ranked among the tops with respect to actual utilized foreign capital, with the actual utilized foreign capital of USD 84,930,000, USD 48,730,000 and USD 20,000,000, accounting for 4.59%, 2.63% and 1.08% of the total amount of the actual utilized capital of the industry in the Western area separately. Among them, Chongqing and Guangxi Zhuang Autonomous Region had 2 and 3 newly established foreign-invested enterprises separately.
According to utilizing manners of the foreign capital, newly established projects of Papermaking industry in 2009 are as follows: 30 Chinese-foreign equity joint venture projects, 89 wholly foreign-invested projects, 2 Chinese-foreign contractual joint venture projects, The amount of the actual utilized foreign capital reached USD 1,039,230,000、USD 448,770,000 and USD 1,030,000 separately.
