Rail Opportunities in China
In Jan 2004, China’s first Medium & Long Term Rail Net Plan was approved by the State Council, which outlined the plans until 2020. The target for the total operating rails by 2020 was revised in 2008 from 100,000km to over 120,000km and over 16,000km for passenger dedicated lines (PDLs).
The Ministry of Railways (MOR) has signed respectively the strategic agreements with 31 provinces/municipalities/autonomous regions, to accelerate rail construction via joint investment.
By the end of 2009 operating rail routes in China totalled 86,000 km, ranking it number two in the world. There are 6,552km of high speed rail in operation, among which 3,676km new lines with 250-350km/h, and 2,876 existing lines with 200-250km/h, ranking number 1 in the world. In addition, over 10,000km are under construction.
On 26 Dec 2009, Wuhan-Guangzhou PDL of 1,068.6km, the longest high speed rail (350km/h) in the world, was in operation.
In 2010, there will be 4,613km new lines to be built, of which 1,669km PDLs. By the end of 2010, the total operating lines will be added up to over 90,000km.
For urban transport (Metro/Light Rail Transit -LRT), China now has 10 cities running about 868km in total.
The State has approved the metro/LRT construction plan of 25 citiee/2,500km, with total investment of about RMB1000bn, and construction of 5,000km for 2020.
“The next 3 years will see new railway lines of 26,000km in operation in China, with 9,200km of PDLs. The State has approved the metro/LRT construction plan of 25 citiee/2,500km, with total investment of about RMB1000b, and construction of 5,000km for 2020.”
Opportunities
In China, the rail sector is split into two sub-sectors - Railways and Metro/Light Rail Transit (LRT), which are under the management of different ministries. The Railways refer to the main lines connecting cities/provinces; while Metro/LRT refers to rail transport inside one city (also called Urban Transport). There are 3 main categories for China rail equipment manufacturing in China:
• Railway (passenger) coach with 200km/hand below
• Urban rail (metro/LRT) rolling stocks
• China railway high-speed (CRH) over200km/h
Niche areas for potential co-operation with foreign companies:
• Co-operation with Chinese partners onengineering consultancy, construction supervision for China
railway PDLs.
• Extensive adoption of technology for high-speed passenger and heavy-haul freight transport
• High-speed Electrified Multiple Units (EMUs)& locomotive and rolling stock technology for 200-km/h (or above) passenger transportation
• Track, bridge, tunnel, culvert, traction, power sully, signaling and communication technology, brake, for high-speed rail
• Safety inspection and safety control technology
Railway Projects
In China, key projects are usually listed in the national five-year plans. The website link to the map for China railway Medium & Long Term Rail Net Plan, and the 11th Five-Year Plan (2006-2010).
Railway Terminals/Stations
During the 11th Five-Year Plan (2006-2010), the construction of 548 railway passenger terminals/stations commenced, including 25 of provincial capitals, 95 regional cities, and 428 cities of county level. Those stations could also be classified as per the rail routes they located, including 158 for Passenger Dedicated Lines (PDLs), 85 for inter-city lines, 292 for general main lines, and 15 for upgrading of the existing railway passenger terminals/stations .
China will build 200 or more stations along the 7,000km of PDLs, covering over 200 square metres for total construction areas. Among the 200 stations, 100 or more are located in big and medium sized cities. Those new stations will accommodate the requirement for a terminal to connect metro, light rail transit (LRT) and other mass transit or social vehicles.
