Law
concerning the Adjustment of Retail Business Operations of
Large-Scale Retail Stores The purpose of this law is to
foster the sound development of the national economy. To
achieve that end, the law allows for the adjustment of
retail business operations in large-scale retail stores
while taking into account the protection of consumers'
interests, thereby ensuring that small and medium scale
retailers operating within their vicinity enjoy reasonable
opportunities for business, and that the retailing sector
as a whole achieves sound development. (Distribution

Law
concerning the Measures by Large Scale Retail Stores for
Preservation of Living Environment The purpose of this law
is to foster the sound development of the retailing sector
as a whole, and thus, the sound development of the
national economy and regional society and the elevation of
the national standard of living. To achive that end, this
Law ensures due consideration by store openers with
respect to the arrangement of facilities and store
operations in large scale retail stores, thereby
maintaining the living environment of areas within the
vicinity of large scale retail stores. (Distribution

Special
Law on Exceptional Measures concerning Floor Space for
Import Sales The Law provides exceptional measures for
imports-sales departments with a floor space of no more
than 1,000 square meters in large-scale retail stores. The
stipulation on adjustment of floor space and so on in the
Law concerning Large-Scale Retail Stores does not apply to

Law
on Special Measures concerning Promotion of Improvement of
Commercial Zone By promoting improvement of Special
Commercial Zones, the Law aims to contribute to commercial
growth, preparation of good urban environment, healthy
development of the national economy and local societies,
and improvement of the people's standard of living while
responding to changes in lives of consumers and
harmonizing with urban environment. (Commercial-Zone

Law
on Improvement and Vitalization of City Centers By taking
measures which promote improvement of city centers and
vitalization of commerce as a whole, the Law aims to
contribute to growth and systematic arrangement of
communities, improvement of citizen's standard of living
and healthy development of the national economy. It
intends to do so with respect to the creativity of local
communities, in view of the contribution of city centers
to local economy and social improvement, and with
recognition of the necessity to improve their urban

concerning the Improvement of Urban Distribution Centers
The Law stipulates necessary matters for improving urban
distribution centers. It aims at contributing to
maintenance and promotion of city functions by improving
distribution functions and facilitating road
